New email notification for vendor evaluation tasks

We’ve introduced email notifications to prompt users of new vendor evaluation tasks, alerting them of new actions required in Felix.

This will allow users to know when they have been assigned to complete or chair a vendor evaluation further to this being listed in ‘My Tasks’ within Felix.
